The legislation of the social act pertaining compensation of the victims of terrorism was never enacted before and the civil society groups together with the state corporations should participate collectively in respecting the rights of the victims of terrorism. The sponsors of the proposal are the human rights activists who fight for the rights of the victims of terrorism.  In order to justify their call for the enactment of the social act, the human rights activists links the acts of the terrorists to the federal government premises as the targets and not the innocent people and  it is the responsibility of the federal government to enact the social acts that caters for the compensation of such victims.
